the basic rule in one sentence
in public places in Vienna, your dog must either wear a muzzle or be kept on a leash in such a way that you can control it at all times. this is § 5 para. 1 of the Vienna Animal Welfare Act — and the freedom of choice ends in several places.

park: a muzzle is not enough here
§ 5 para. 2 explicitly requires a leash in publicly accessible parks and on designated meadows. a muzzle alone is not sufficient there — unlike on the pavement.
crowds: a leash is not enough here
conversely, in places where large crowds usually gather, § 5 para. 4 prescribes a muzzle. the city of Vienna explicitly mentions restaurants, shops, and events.
public transport: both, before boarding
Wiener Linien (Vienna Public Transport) requires a muzzle and a leash. for the subway, this applies before entering the station; for buses and trams, before boarding. small dogs in a closed transport box are exempt and travel free — all others need a separate ticket; annual pass holders can bring one dog for free.
dog zone: the only place without obligation
in designated dog zones and dog exercise areas, your dog can run freely, without a leash and without a muzzle. Vienna has over 200 of them. however, your dog must still remain controllable.
list dogs: no freedom of choice
for dogs six months or older that are on the Vienna list, muzzle and leash are always required in public places and in publicly accessible parts of residential complexes. the only exception is a completely fenced-in dog zone — there they may run without both.
the list includes Bull Terriers, Staffordshire Bull Terriers, American Staffordshire Terriers, Mastino Napoletano, Mastín Español, Fila Brasileiro, Mastiff, Bullmastiff, Tosa Inu, Pitbull Terriers, Rottweilers, and Dogo Argentino, including all crossbreeds.
in addition, a mandatory dog handler's license is required: the examination must be taken within three months of the start of ownership, the dog must be at least six months old for this, and repeated after 21 to 24 months. and when walking the dog, a limit of 0.5 per mille of alcohol applies.
